The John Jay Center for Learning, Portland Indiana

Sam Shoemaker, executive director

With over 40 years of teacher and school administration experience, Shoemaker has served his community as principal, assistant principal, director/coordinator of adult education/school to work programs, coordinator of a challenge education program, and executive director of the John Jay Center for Learning. He completed his superintendent certification from Ball State University, where he also holds bachelor's and aaster's degrees.

He is past president of the Chamber of Commerce and has served on the board of directors of Comprehensive Mental Health, the First National Barnk, Jay County Economic Development, and the Jay County Hospital Foundation. He has also served as past president of the Jaycees, the Jay County Shrine Club, and chaired the Scottish Rite Family of the Year program. He also has been a cabinet member and educational chairperson for United Way of Jay County.

He received the Citizen of the Year award from the Portland Chamber of Commerce and in 1991 was the first recipient of the Indiana Assistant Principal of the Year.

Dr. Bonnie R. Maitlen, consultant

As a senior vice president with Lee Hecht Harrison, Maitlen works with staff and clients to understand issues and opportunities related to personal and professional development in today's work environment. A frequent presenter at national conferences and facilitates numerous organizational retreats and strategy sessions, she holds a bachelor's degree and master's degree in interpersonal communications. She also holds a doctorate in adult and community education from Ball State University with majors in curriculum and communication.

Bonnie is current president of the International Board for Career Management Certification (IBCMC) and immediate past president of the International Association of Career Management Professionals (IACMP,) which is the industry's only association dedicated to the professional development of career management practitioners

Bonnie is an author, presenter, and consultant in the areas of education and leadership development. Her most recent book is Mind Your Own Business: Getting Started as an Entrepreneur, used by hundreds of people who have pursued self-employment.

Doug Milligan, president

Doug Milligan is the founding president of the John Jay Center for Learning, board member of the Jay County Development Corporation, and chairman of the JCDC Small Business Committee. He has served his community as past president of the Jay County Fair Association, Jay County High School Patriot Band Boosters, the Portland Area Chamber of Commerce, Portland Lions Club, the Portland Foundation, and Portland Junior League Baseball. He is also past chairman of the Transportation Advisory Committee of Jay & Randolph Counties.

After attending Indiana University, he received his associate bachelor of science in business and accounting from International Business College in 1960. He is also a graduate of the Earlham College Executive Institute.

Named as 1998 Citizen of the Year by the Portland Area Chamber of Commerce, Milligan also holds the Scouting awards of Eagle Scout, God & Country Award, and the Order of the Arrow. He has played the trombone for 52 years. After leading his own 12-piece dance band for 20 years, he now plays in a brass quintet, the Brass Image. He also enjoys golf as a pastime.
